The EITI International Secretariat
The EITI International Secretariat is based in Oslo. Officially opened in September 2007 and hosted by the Government of Norway, the Secretariat is an independent body solely accountable to the EITI Board. The Head of the Secretariat leads a staff that includes four Regional Directors, a Communications Manager, an Executive Secretary and an Office Manager.
The Secretariat is responsible for turning policy decisions of the EITI Board into action, and for coordinating worldwide efforts in implementing the EITI. Its role specifically includes: outreach and advocacy, communicating and sharing lessons learned with stakeholders, managing a resource centre on revenue management and transparency, and oversight of the Validation process. It organises, jointly with supporting and implementing countries, the biennial EITI Conference.
An important role of the Secretariat is to support implementation. Although implementation is the responsibility of local EITI stakeholders, the Secretariat aims at ensuring coordination between supporting countries and assistance providers such as the World Bank, the African Development Bank or bilateral donors. The Secretariat closely follows in-country implementation and findings of Validation processes to guide and inform the national EITI processes.
Finally, as a platform for exchange of experience and information, the Secretariat welcomes a constant dialogue and collaboration with all partners.

Before joining the EITI, Jonas was a Senior Advisor to the UN Global Compact. Prior to that, he was Director Corporate Policy and Practice at the Prince of Wales International Business Leaders Forum, London, which he joined 2002. At IBLF, he oversaw the Forum’s programmes ‘Business and Human Right and Conflict’ and ‘Business and Corruption’.
During 1996-2002 Jonas worked for the Swedish Ministry for Foreign Affairs. During this tenure he worked at the Foreign Ministry in Stockholm and was posted to Mozambique and the United Kingdom.
Jonas holds Masters degrees in Law from the University of Stockholm and the London School of Economics. During 1992-1996 he was the vice chairman of the Swedish National Committee for United World Colleges.
Jonas is a Swedish citizen, is married to Jenny and they have three sons.

Dr. Bartlett is a policy analyst with broad-based experience in development economics. Prior to joining EITI, Bartlett was a Partner at the economics consulting firm ECON Analysis, based in Oslo. His consulting work focused on energy, environment and climate change issues. He also completed several projects focused on strengthening public sector institutions, and on enhancing systems for monitoring and evaluation. His previous work in Australia focused on local government and community-based approaches to natural resource management and sustainable development. He wrote his doctoral dissertation in environmental economics and strategic environmental assessment at the University of New England.

Work Experience:
Eddie has worked in development for over 14 years. In 1996-98 he got his first taste of development issues in a resource-rich environment when he was the DFID representative to Angola for 2 years. It soon became clear to him that we needed to move the debate well beyond aid. This was reinforced when he was part of the small team working on the UK Government’s ground breaking White Paper on International Development ‘Making Globalisation Working for the Poor’. He also co-authored a background study for this on poor performing states. He was Head of DFID’s Corporate Social Responsibility team when the nascent Publish What You Pay coalition came to DFID with an idea for a transparency initiative in the extractive sector in 2001. He continued to work on the Extractive Industries Transparency Initiative in those infant times until 2004 when he moved to Kenya as Deputy Head of DFID Kenya. When Kenya started exploring for deep sea oil in 2006/7, he was thrown back into the EITI debate and is delighted to be back working on a topic he feels passionately about.

Dr. Paris has worked both in the private sector in banking and consulting and in the Venezuelan public sector (Deposit Insurance Agency, Privatisation of assets in Colombia and Venezuela).
He wrote his doctoral dissertation at the London School of Economics on the Political Economy of the Management of Oil Revenues in Venezuela and PDVSA (1975-2005)
EITI Responsibilities: Geographically: Latin America, China and lusophone Africa and Equatorial Guinea. Other areas include Mining, Accounting standards and research.

Work experience: Anders has worked as a Communications Adviser at the Norwegian Ministry of Foreign Affairs.
Regional DirectorNationality: German
Work Experience: Over ten years of international experience in governance, democratisation and institution-building. Senior programme manager, team leader and consultant with various international and non-governmental organisations, including the European Union (EU) and the Organization for Security and Co-operation in Europe (OSCE).
Countries of experience: Various post-conflict and transitional countries of West Africa, the Great Lakes, the Balkans and Eastern Europe (including Azerbaijan, Burundi, Chad, Ghana, Mauritania, Nigeria, Sierra Leone and Togo) Tasks with EITI: Policy Advisor with the EITI Secretariat, following activities in francophone Africa and promoting capacity-building initiatives for EITI stakeholders. Co-ordinator of the EITI Berlin Office, based with the EITI Chairman.

Ingvill has work experience from the French Embassy of Oslo and the Boston Consulting Group. She is currently a law student at the University of Oslo.

Jürgen has worked for more than thirty years for the International Monetary Fund, initially in the European Department, later in the African Department, where he led at different times the country teams for Côte d’Ivoire, Zimbabwe, Ghana, Guinea, Mozambique, and Tanzania, and served as Senior Resident Representative in Kenya. He was also involved in technical assistance and reports on the observance of standards and codes. Since his retirement from the IMF and move to Berlin in 2006, Jürgen has done consulting work for German President Horst Köhler’s Partnership with Africa and the German Development Bank KfW and assisted EITI Chairman Peter Eigen in some of his activities. Jürgen is a German citizen and holds a Diplomvolkswirt degree from Bonn University and an MLitt in economics from the University of Oxford.

After graduating at the Faculty of Law in Belo Horizonte (Brazil), Matheus wrote his doctoral dissertation in Regional Development at the Sorbonne University. In his previous studies, Matheus has focused on urban policy, participation and water resources management.
