EITI Updates

Welcome to a new edition of the EITI Newsletter. The main story is the passing of a UN Resolution endorsing the EITI. In addition, it provides a briefing on the EITI International Conference, and updates from the West Africa Conference and from Azerbaijan.

West African EITI Implementing countries met together for the first EITI West Africa Conference 10-12 September in Abudja.

At the opening of the conference, Nigerian President Umaru Yar'Adua gave this message: "The Nigerian experience shows that there is a sense in which we can talk of blood oil.

In their final statement from the G8 Summit in Hokkaido Toyako, G8 leaders reiterated their backing of the EITI, and encouraged emerging economies and their companies to support the initiative. In June, G8 Finance Ministers and G8 Energy Ministers expressed their backing of the initiative and called for broader implementation.

Ghana has published its third EITI report presenting the aggregation and reconciliation of mining benefits paid by mining companies and received by the Government of Ghana in 2005. Earlier aggregated reports included those for January 2004-June 2004 and July 2004-December 2004. Ghana is hoping to complete validation in 2009.

In addition, it provides a briefing on EITI Validation, an article focusing on the question ”Does EITI Work?”, and updates from EITI implementing countries Azerbaijan and Equatorial Guinea.

On 3 June 2008, the Government of the Republic of Azerbaijan announced the release of the Government's eighth EITI report (Jan-Dec 2007). The release is accompanied by the Aggregator's opinion based on individual submissions of extractive industry companies participating in the EITI process in Azerbaijan. Welcome to the spring edition of the quarterly EITI Newsletter. We hope that this quarterly EITI newsletter will be a useful resource for readers that wish to follow recent developments in the EITI community. 3000 users have signed up to receive regular email updates - illustrating both the growing interest in EITI and the growing expectations.

The Energy Ministers of G8 plus China, India and Korea met in in Aomori, Japan on 8 June 2008. They welcomed implentation of EITI in their Joint Statement.

We welcome the efforts of countries exporting oil and gas as well as minerals that are implementing the Extractive Industries Transparency Initiative (EITI) on a voluntary basis to strengthen governance by improving transparency and accountability in the extractives sector.

The G8 Finance Ministers reaffirmed the G8's backing of the EITI, and called for broader implementation when they met 14 June in Osaka, Japan. In the Statement from their meeting, they said:

We affirm the importance of good financial governance, including long-term fiscal discipline for resource rich countries, and of broader implementation of the Extractive Industries Transparency Initiative.
