Azerbaijan publishes 11th EITI Report

Azerbaijan released its 11th EITI report on 14 December 2009. Uniquely among EITI implementing countries, Azerbaijan issues annual and semi annual reports that are available at the website of Azerbaijan's State Oil Fund. The 11th report covers the period Jan-Jun 2009.

Liberia designated EITI Compliant by the EITI Board

BAKU, 15 OCTOBER 2009  The Board of the EITI (Extractive Industries Transparency Initiative) held its 10th meeting in Baku, Azerbaijan on 14-15 October 2009. During the meeting the Board designated Liberia as EITI Compliant, stating: “The Board congratulates the Government of Liberia and all the other stakeholders on the impressive progress made implementing the EITI. “

Overview of Extractive Industries

Azerbaijan's real gross domestic product (GDP) has grown strongly in recent years, driven by growth in oil and gas production. Major projects such as the Baku-T’bilisi-Ceyhan pipeline (BTC) and the Azeri-Chirag-Guneshli (ACG) project are expected to substantially increase government revenues. Oil and gas receipts are estimated to account for over 70% of Azerbaijan’s exports and nearly 50% of budget revenues. Sustained economic growth requires effective management of resource revenues and non-oil sector diversification. The State Oil Fund of the Republic of Azerbaijan (SOFAZ) is one of the central components of the strategy for managing these revenues.

Status of EITI Implementation

The EITI Board designated Azerbaijan as EITI compliant on 16 February 2009. In accordance with previously agreed Validation guidelines, Azerbaijan must be revalidated within 5 years (i.e., by 15 February 2014). In reaching this decision, the Board acknowledged the prompt corrective measures that the Azerbaijan Government has adopted in relation to the formalisation of a multi stakeholder group (MSG) and the establishment of a workplan. The Board confirmed Azerbaijan's achievement of these conditions at its meeting in Oslo on 9 February 2010.

The Report from Azerbaijan's first EITI Validation was published in February 2009. The Validation report is also available from the website of Azerbaijan's State Oil Fund.

Governance of EITI Implementation

In 2003, a Memorandum of Understanding was established outlining the respective roles of government, companies and civil society. Following the Validation, a multi-stakeholder group was established to oversee the implementation of the EITI. The MSG has agreed a workplan covering 2010.

A coalition of Azeri NGOs, "For improving transparency in extractive industries" has also been established (see website).

Next EITI Board meeting in Baku

EITI will hold its 10th Board meeting in Baku 14-15 October 2009. The Government of Azerbaijan, the first country to complete EITI validation, will host the meeting. The 20-person Board is made up of representatives from Governments, Companies and Civil Society.  The meeting will focus on the progress on validation of the EITI Candidate Countries.  The Board will also visit the Sangachal Terminal (one of the largest oil and gas facilities in the world).

Chairman's summary report on 4th EITI Global Conference

The 4th EITI Global Conference in Doha, Qatar, on 16-18 February marked an historic moment for the EITI, with over 500 participants from 80 countries, 70 speakers, and with countless meetings taking place on the sidelines. The Conference marked the EITI's transformation from a start-up initiative to a global transparency standard. Furthermore, Azerbaijan has become the first country to achieve Compliant status.

The 4th EITI Global Conference ended on a high note with a large number of new endorsements and commitments. During the final session of the EITI conference all stakeholders were invited to address the assembly. A number of EITI candidate countries re-affirmed their commitment to implementing the EITI. Highlights from the Doha conference: Day 1

The first day of the EITI conference got off to a busy start with nearly 400 participants in attendance. During the 7th EITI International Board meeting held, the Board discussed whether to accept Azerbaijan as the first EITI Compliant country and the approval of Tanzania as a Candidate country.  

Tanzania

The EITI Board agreed to admit Tanzania as an EITI Candidate country. Tanzania has developed a work plan to implement the initiative and is in the process of establishing a Multi-Stakeholder Group to oversee the process.

Azerbaijan publishes 8th EITI report

On 3 June 2008, the Government of the Republic of Azerbaijan announced the release of the Government's eighth EITI report (Jan-Dec 2007). The release is accompanied by the Aggregator's opinion based on individual submissions of extractive industry companies participating in the EITI process in Azerbaijan.
