Equatorial Guinea moving towards EITI Validation

Equatorial Guinea, currently an EITI Candidate country, held the 7th meeting of the EITI National Commission, the EITI multi-stakeholder group in the country, on 30 January. The Commission, chaired by Finance Minister Melchor Esono Edje, took important decisions for the advancement of the implementation process in EG: Hart Nurse Limited was chosen to conduct the EITI Validation, the local communication firm “Media Communications” was selected to ensure the dissemination of the first EITI report.

Overview of Extractive Industries

Equatorial Guinea is a small country (28,051 sq km) with a population of 616,459 inhabitants. The discovery and exploitation of large oil reserves have contributed to dramatic economic growth in recent years. Commercial exploitation of oil started in the last five years. In 2004 it exported 371.000 barrels/day and it is estimated that production is now circa half a million barrels a day. As oil is nearly 90% of the economy, this has made that per capita GDP have reached $12.900.

Status of EITI Implementation

Equatorial Guinea obtained Candidate status from the EITI Board on February 22, 2008. The first report, covering 2007 and 2008 and reconciled by Deloitte is available at http://espanol.republicofequatorialguinea.net/Files/InformeEITI200708.pdf

The National Commission selected the local firm  Media Communications for the dissemination of this first report. Hart Nurse Limited was selected to conduct validation on the 30th January 2010. Hart Nurse consultants visited Malabo on March 1-8 and are expected to produce a draft validation report by the end of March 2010. 

Equatorial Guinea has requested an extension to their Validation deadline which will be considered by the International EITI Board when it meets 15-16 April.

Governance of EITI Implementation

A National Commission is responsible for implementing the EITI, it is comprised of:

  • Members of the Government and the Public Administration
  • Representatives of the hydrocarbon producers
  • Representatives of the Civil Society:
    • 5 Members from the Political Parties
    • 3 Members from the NGOs
    • 2 Members from Religious congregations
    • 5 Members from Associations or other groups
