Overview of Extractive Industries

Kazakhstan has the largest recoverable crude oil reserves in the Caspian region, and extensive mineral resources (uranium, chromium, lead, zinc, manganese, copper, coal, iron, and gold). The hydrocarbon industry is estimated to account for roughly 30% of the Government's revenues and about half of export earnings. Proven oil reserves are estimated at 40 billion barrels (BP Statistical Review of World Energy 2007). In addition, proven natural gas reserves are estimated at 106 trillion cubic feet (Tcf). President Nazarbayev announced Kazakhstan’s endorsement of the EITI in 2005.

Status of EITI Implementation

Kazakhstan is an EITI Candidate country, and has until 9 March 2010 to complete EITI Validation. Kazakhstan has requested an extension to their Validation deadline which will be considered by the International EITI Board when it meets 15-16 April. A draft of the Validation Report has been received by the EITI Board Validation Committee and work has begun on agreeing a final Validation Report.

The first EITI Report was published on 29 February, 2008. The first report covered payments of and revenues from 40 oil and gas companies operating in Kazakhstan for 2005, but did not include all companies. The 2nd EITI report was published in April 2009. Kazakhstan is currenty preparing to undertake Validation.

Governance of EITI Implementation

A National Stakeholders’ Council including members of Government, Parliament, Companies and civil society has been formed to coordinate EITI. A series of Regional Workshops have been held in 2008 and 2009 to increase public awareness of EITI.
