Overview of Extractive Industries
The Kyrgyz Republic has substantial deposits of coal, gold, and uranium. Gold is the country's main export (estimated to account for in excess of 40% of total exports). The formal launch of the EITI was announced on 30 June 2004 in a Government conference held in Bishkek, supported by the World Bank and DFID. This followed a Government resolution establishing an Implementation Committee for EITI (consisting of representatives of various government departments), and an Advisory Council (which includes representatives of government, industry, civil society, and international organisations).
Status of EITI Implementation
The Kyrgyz Republic is an EITI candidate country, and has until 9 March 2010 to complete the validation process. The Kyrgyz Republic has requested an extension to their Validation deadline which will be considered by the International EITI Board when it meets 15-16 April. A draft of the Validation Report has been received by the EITI Board Validation Committee and work has begun on agreeing a final Validation Report.
In October 2004, the Government of the Kyrgyz Republic released its first official EITI report, focusing on the gold mining sector for the first half of 2004. Data for the full year 2004 report were collected in March 2005. The EITI process stalled in 2006 and 2007. A new Government “champion” was appointed in 2008 and a decree was enacted to re-establish the EITI steering group. The first meeting of the new multi-stakeholder group took place in late 2008. An auditing company has been appointed for the next EITI Report.
Governance of EITI Implementation
EITI implementation is coordinated by the Energy and Mineral Resources Department in the Office of the Prime Minister, and overseen by a multi-stakeholder steering group.
